President Obama's Homeowner Affordability & Stability Plan was created to help millions of homeowners refinance or modify their mortgages and to further prevent foreclosures and assist borrowers with mortgage loan modifications as part of the Homeowner Affordability and Stability Plan. This new Making Home Affordable program provides $75 billion to assist homeowners who are experiencing hardship in making their mortgage payments.

Refinancing - For homeowners who pay their mortgages on time but are not able to refinance in order to take advantage of today's lower mortgage rates due to a decrease in the value of their home. A Home Affordable Refinance will help borrowers, whose loans are held by Fannie Mae or Freddie Mac, refinance into a more affordable mortgage.
Modification - For homeowners who are struggling to make their monthly mortgage payments either because their interest rate has increased or they have less income. The Home Affordable Modification would provide them with mortgage payments they can afford on loans held by Fannie Mae or Freddie Mac.
